1. You didn't mention how unstoppable of a laner Teemo is with a tiny bit of sustain (usually from wriggle's lantern, which you didn't have ]: ). He literally beats 80% of the popular solo top champions, on top of being nearly impossible to gank.
2. I would have gone phage - wit's end - frozen mallet. Frozen Mallet is a hugely expensive that gives barely any stats when upgraded from phage. On the other hand, you have wit's end, which is probably one of the most cost efficient items in the game. Your phage should proc often enough anyways.
3. I can't say I agree with your "Ideal Runes." Running magic pen reds, and alternating between flat mr and armor seals/glyphs, depending on the matchup, would put you MUCH further ahead in lane, which is where teemo shines in. You could always run attack speed quints, if you find you're lacking in AS. The early 10 AP adds 8 damage to your Q, and 1 damage to your toxic shot. I would even go with AD quints if you wanted to increase your damage output, but definitely not AP. Movespeed quints are also another possibility, since Teemo basically has a permanent speed boost that scales off of the quins.
4. You say that Teemo is super squishy all game. That's not necessarily true, as the 'conventional way' of playing him basically puts him as the only ranged bruiser in the game. I'm not saying it's the inarguably ideal way, but I'm saying that you might want to include that.
5. Just a minor thing, I would put 3 in AD, and 1 in minion damage, and then spec into the magic pen. 2 AP adds 2 damage to your Q, and 0 damage to your E. 3 AD would be a LOT stronger than this.
tl;dr I have a different opinion on this champ, and you're completely entitled to yours. So +1 anyways! (:
The build looks quite nice as well! Although you could probably get Madreds a bit later.
A few mistakes here and there but a nice and solid guide in general :)
