Some tips:

As has been mentioned, code your guide if you want people to take it seriously. Check out this guide for help there.

Runes: too many secondary choices. You have flat ap glyphs and quints, which is fine. Seals and Marks can be much better though...I highly recommend magic pen marks (9 magic pen is much more damage than the 5.31 ap you are getting from marks) and either armor or attack speed seals. Teemo will still be squishy even with some extra health if his armor is not decent.

Skills: With such a high ap build, why are you putting extra ranks in your W early? It's the only spell you have that doesn't get an ap ratio; put one rank in it early, then leave it for last.

Items: Some confusion with boots. You put attack speed boots in your general build, but your explanation calls for magic pen boots. I'd clarify there. Also, Rageblade is an amazing item for teemo since his recent buff.

All in all, you have a lot of potential here. I'll keep an eye on this guide; if you can improve some of these areas, I'll be happy to upvote it.

Just walls of text. Add some pictures and maybe put some line dividers in there to make it look more organized. You should really put in some more BBcoding in there.
