Who really plays Teemo as AP? You just cross your fingers hoping someone running to your mushroom...

People tend to hate Teemo.
This is pretty much the build I use on solotop, Imo the Warmogs is a bit too much on HP so you could maybe put a GA or FH or something tanky.

grate [greyt]: noun. a frame of metal bars for holding fuel when burning, as in a fireplace, furnace, or stove.
great [greyt]: adjective. wonderful; first-rate; very good; being such in an extreme or notable degree.
nice guide! this is a nice new take on teem, instead of just stacking on hit items!
one thing , you may want to explain abilities more, and your skilling order
you should also use flat armor runes, because as you said, most tops are ad tanks. They help alot :]
as for your items, you may want to add a situational item section for items like last whisper and wits end <-- amazing item :)
