This is a high armor, high AOE tanking Rammus.
Puncturing Taunt is the skill you want to max out first, since it will be the most valuable skill you contribute to your team, and it also allows you to draw in an enemy to dish out the massive AOE damage you will have late game. You generally want to taunt the squishies to give your team a free kill, but if you can taunt to save your Miss Fortune from that raging Olaf, do it.
Defensive Ball Curl will make enemies regret engaging you. If they attack, turn it on. If you are tanking a tower, turn it on. The added bonuses to your defenses will work wonders.
You can bring down towers quickly with your Ulti, even early game. Utilize this any chance you get, even if you need to go back and heal afterwords.
Powerball + Flash = the difference between catching a fleeing champion and them escaping. They dove behind some minions? Flash behind 'em! The tank got between you and them? Flash! They flashed behind a wall? FLASH!
Never solo if you can. Early game you deal very little damage, and even with good health, you are a terrible pusher. Once you build up some AOE you will really start to shine, but here is not the place quite yet. Rush Heart of Gold. The armor and health are nice, but its the gold you need since Rammus gets very few minion kills in a game. Afterwards, get your boots and start building a sunfire cape.
Mid Game: If you haven't gotten a turret yet, now is the time. Ulti when you have plenty of minions and get in there. Don't forget the Defensive Curl, since champions will focus you. Stay long enough to deal your damage and then get out. Repeat as needed, though honestly you will likely only need to do this two times before the tower crumbles. At that point you'll probably need to stick with your team and push as a unit. You are a prime engager, and if you have a good team that will back you up, they can mop up after you roll in.
Good combo for team fights: Roll in, hit a target [preferably a squishie champ], taunt 'em when your stun wears off, activate Ulti. Your original target will be hurting, and anyone that comes in to save them will start suffering severely from your AOE.
At this point you should at least have your core build: Tabi boots, Sunfire, Thornmail. Randuins Omen is a good item as the tank, and already builds from Heart of Gold, so it is a good choice. If you want some extra health, go for Warmogs. If that Ryze/Veigar combo is killing ya, get Force of Nature for some good Magic Resist. After the core build, if you are able to buy more items, its pretty situational, but I generally end up getting a Randuin's Omen/Warmog/Guardian Angel. Honestly though, i usually don't get past 4 items with Rammus before the game is over.
Just remember to defend your team mates, and put yourself int he way of as much damage as possible. Try to jump in front of skill shots, you have the health, you can take it.
