This build utilizes a 3.6 sec cool down of volley which is your main skill for Kiting AOE Damage and CC.

Volley must be and should be maxed first as the cooldown of it reduces by a large margin at every skill point.

Frostshot is for the slow and should be maxed second to increase the ease of kiting.
Note: When charging tear, toggle your frostbolt on.

Hawk Shot is an excellent skill for scouting. Since the recent changes to the gold gained, there is no need for it should be maxed last.

As for the Enchanted Crystal Arrow, it is a 3.5 second stun and can be used for engage, disengage and sniping for kills

Core Strength of this build: High Damage, high armor penetration and 40% cooldown reduction

Doran Blade and Health potion are necessary to win trade early.

Brutalizer is the item that should be rushed as it provide cooldown reduction and armor penetration which helps to win trades.

Tear should be build to increase your mana pool so that you can use your volley as much as you can. As mention from above the frost shot make stacking tear very easy for Ashe.

Spirit of the elder lizard : Although you are not the jungler, the unique passive incinerate synergies very well with the volley of ashe as it provide additional damage for the AOE. Furthermore, elder lizard also provide cooldown reduction which is crucial.

Ludicity Boots: Movement Speed and CDR

Manamune/Muramana : Increase the damage of your AA by a great margin at full stacks due to the active.

Last Whisper: More Damage and Armor Penetration

Banshee Veil : Currently, the best defensive item for the adc.

This Build has such a great synergy with his passive as it is not reliant of constantly attacking. Instead the AA is a great burst with MURAMANA+CRIT+ARMOR PENT + ATTACK DAMAGE from the items. This damage is often underestimated/underated.
