Why max E AND W over Q ?, Q base dmg is insane, you make it completely useless to build any ap
this skill order would relay on the adc way too much to do the dmg, since you do 160 witha double bomb..
And the slow only slows them, or its mostly usefull in the midgame when you can pickoff people

Q Base dmg is insanely high, if youre lvl 5-7 and land a double bomb even without ap youll hit like a truck and the 45% slow is more then enough to pick them off during the laning phase
Rushing the 99% slow helps nothing on terms of dmg, this would only work well if your adc is able to 1vs2 the enemy

And the combo of slow > stun > slow is already 6.5 sec long of non stop cc, you wont really need the W maxed so you can slow them again asap, 6.5 sec is more then enough for your team to catch them out

And during teamfights youll have bearly a impact bomb stuns are on a long cd and slows/speed dont always help however a Aoe stun does help
This skill order wouldnt work out very well, you really need that Q cooldown to be low (and the 300 base dmg)

i would be extreemly superised if this skilorder wins you games.
