There are cons to this build. One of them is that you would be attacking much slower due to having no attack speed unless you build it. However, this con isn't as severe if you can manage your axes and spam W plus the Youmuu's active. Still the lack of attack speed is noticeable. That is why this build is alot better on ADCs such as Jhin and Miss Fortune as they all rely more on their abilities to do damage instead of their autos. Jhin is a special case as his attack speed is the same whether or not you buy attack speed. Another problem is that your total DPS would fall off later in the game compared to building for example IE, ER, and PD. Also because if you drop your axes, you won't do nearly as much total DPS because you lose out on attack speed and critical chance. However, with this build you would have a slightly different play style. You would have to play a little more reserved until you see an opening to go on the offensive. This is true for all ADC's but moreso for this build as your DPS is incredibly high for the first few seconds as you have the Draktharr and Youmuu actives alongside with your ultimate.
Losing out on the lifesteal from Bloodthirster and the Cleanse active will significantly reduce your survivability. Having that Cleanse is so very important for Draven as he doesn't have any hard escapes and cannot avoid hard CC as easily as the more mobile ADCs. That being said, its all a matter of personal preference in how you choose to play Draven that match. Building him with the Draktharr plus armor penetration is all about committing hard on opportunities in order to kill the squishy targets while having to play much more safer as you lose out on your defensive weapons in the form of lifesteal and the Cleanse active.
I am not fully finished with my guide because of things such as school, work, and a bit of laziness so I didn't include the Draktharr build in my guide yet.
