Pretty good build, You forget to mention reasoning for your quints in the rune section (obvious though, health for tanks), and you say to go 21/9/0 in masteries, but I'd definitely rather be in the Defense Tree, as Juggernaut is amazing for tanks, if you've got 3000 health, Juggernaut adds another 90 health, and the 10% CC reduction stacks with tenacity. Volibear is very susceptible to harass at top lane, but can also easily get ganks from a jungler/mid/roamer.

EDIT: Also, your skill sequence is inconsistent. At the top you are maxing Rolling Thunder second, but in your later section, you have Majestic Roar maxed second.

The build is okay in my opinion, but I question 78 health over an additional 10.2% attack speed, I'd always go with the attack speed tbh, and since you're going Mercs instead of Berserker's it's gonna cripple you (slower AS = not as many W last hits). And the Glyphs of Shielding are something else I don't agree with, Glyphs of Focus would be much better (better CDR for your W = more last hits).

Other than that it looks good for Solo Top (I'll be back with more criticism later). ^_^

Edit: You also mention how awesome Voli is at farming, this is not true without AS or until 4-5 when you have 3 points of Frenzy.

Thanks guys! I will update this! Also, ALL runes are up for discussion/change just depends on the person. I do agree with CAPSLOCKYEAH, so I will try to put more into the defensive tree. I will test it out tonight and let year know.

Might want to take that point out of Summoner's Wrath with those Summoner Spells

The spells are always up for change. It is just you and your team's preference.

I will be creating another build for solo-top. I have tried it out, and it works very well.
