Who needs bear? Really? Bear is key to any Udyr build. That stun is nice, but it the movement speed is the key. Its the most crucial thing to Udyr. He is a great champ for burst, but you are doing this all wrong.

Phoenix is a farming tool and useful for team fights, but its not the best for burst. Unless you are play AP, but I dnot think you are. And if you want to get the besst out of Tiger, dont build is last. By the time you get this maxed, the game will be about over, and the other team will have buffed up by now. And from what I can tell from your description, you dont have enough AD to get the burst from Tiger.

You say that you dont get bear since the stun doesnt go up? /facepalm

Udyr only needs that long. The speed from Bear is why you max out bear. You have to take Ghost in order to chase and escape now. Personally thats a waste of a Summoner Spell. you would be better off using Exhaust and Ignite.

Im sorry but I dont see how you can say Tiger+Phoenix=Win. Finish the item build please. That might make more sence out of your description.
