Introduction
Runes are typical caster runes.
Greater Mark of Magic Penetration-Typical magic penetration marks.
Greater Seal of Scaling Mana Regeneration-Mana regen is very important on Brand since his abilities cost a lot of mana.
Greater Glyph of Scaling Ability Power-AP/lvl is probably the best choice. More AP = More DMG :D
Greater Quintessence of Ability Power-Flat AP for that extra early game damage.

Quickness for extra movement speed
Presence of the Master and Blink of an Eye for that shorter CD on flash. Having flash up ASAP can mean life or death. Having ignite earlier could also mean the enemy running away with 20 HP or dying. You want your enemies to die >:[

Flash-The best summoner spell in my opinion. It can be used offensively to suprise your enemy and pull off a combo, or it can be used defensively to escape ganks since Brand has no escape ability.
Ignite-Really good for early game first blood and just to finish off those enemies with 50 HP left. Brand's passive is already kinda like ignite, so having 2 ignites = kill secured :D

I like to max Brand's W Pillar of Flame first because it's an AoE and does the most dmg.
I max his E Conflagration second to farm easier.
I max Q Sear last because it only hits 1 target, but I do take a point in it at lvl 4 for the stun.
And of course, take a point in Pyroclasm whenever you can.
Basically, R > W > E > Q

FARMING IS SUPER IMPORTANT cause I said so in caps. :D
Brand should be able to farm very easily by lvl 5 or so. With just his W Pillar of Flame and E Conflagration combo, you can clear minion waves in 2 seconds.

I like to start with Boots and three Health Potion for extra mobility and sustainability in lane. If you are up against an Orianna or Lux, or anyone with skillshots, you want boots to be able to dodge them. Potions help if you are getting harassed.
You want to stay in lane and farm as much as possible. However, if you run out of mana and are low on health, port back to base. Depending how much farm you have, you can afford 1 or 2 Doran's Ring and maybe a Sapphire Crystal. You want the Sapphire Crystal to increase your mana pool. After getting 2 Doran's Ring, you will have plenty of mana regen, and should be able to stay in lane much longer.
After more farming and possibly a kill or two, you should be able to afford Sorcerer's Shoes and a Catalyst the Protector. The sorc boots will allow you to deal more dmg, and the catalyst will regen a bit of your health and mana when you lvl up.
By now you should be doing a decent amount of damage and have tons of farm. Team fights may also be starting now, and you should be able to pick up some kills. You want to get your Rabadon's Deathcap ASAP. It gives a huge boost in AP and lets you kill people if they get out of position.
Some people might wonder why I put Morello's Evil Tome in my build. Well, 1) Brand needs that 40% max CDR to spam his abilities. 2) Your jungler or team are bad, and refuses to give you blue (unless you are feeding or someone on your team needs it more than you do). With Morello's Evil Tome and Elixir of Brilliance, you get 39% CDR, which is pretty close to max CDR.
Depending on how well you're doing, you want to build a Banshee's Veil sooner or later. I believe that every champion needs a defensive item. If you go full dmg build, you won't have much survivability and people are going to focus Brand for sure.
From here on, you have plenty of item options. If the enemy is stacking magic resist, get a Void Staff. If you need more magic resist, get an Abyssal Mask. If you want some armor, get a Zhonya's Hourglass. If you and your team are doing great, get a Will of the Ancients. It sort of works like the AP portion of a baron buff, giving an AP and spell vamp aura. (In case you don't know what spell vamp is, it recovers a portion of your HP depending on how much dmg you do)
