Phantom Dancer first is a bad choice on pretty much any hero. I also wouldn't recommend it as an item that enables you to 1v1. Twitch has built in attack speed already. Phantom dancer adds no damage and brings nothing to team fights. That said I hold a personal grudge on you saying Smite is not viable on Twitch. A good Twitch player in my opinion would not lane Twitch.

Your glyphs are also pretty sub par but I think you got the point that you can use glyphs to increase your damage. But 3 damage for 9 runes is a terrible investment.

This build would work at level 18. I'll give you that.
