Introduction
As we all know, Twitch is one of the most annoying, hard escaped gankers in League of Legends, but this is mostly about getting kills in YOUR lane and gank whenever you can, not gank all the time, you lose experience and gold that way.
I go with 26/0/4 to get the most out of the offensive tree, and I like the 10% reduced time while being dead, also very good in late game when you are dead for about 70 seconds and you lose the farming and kills you could have gotten the seven seconds you were alive (Not that much, but you get my drift).
Why I don't use armor penetration on ANYTHING in my rune page is because I think you can get enough of that by items in-game. Flat marks for that damage you'll have to compensate for your squishiness with at the start of the game, attack speed is always a necessarity on Twitch, and attack damage per level so that you get a extra bonus of attack damage (even tough it's very small) each level, 11 attack damage at level 18 is the total. All the runes are neghotiable and may be changed, but I see this as the best for Twitch.
I see these items as the best for Twitch, but notice that you are very durable with this build, but when I have gotten my items, there are few that has survived to even get to me thanks to my W, ultimate and occasional red buffs. I see Boots of Mobility, Phantom Dancer, Starks Fervor and Infinity Edge as a must for Twitch, the other items ARE neghotiable for durability and/or speed, maybe a little ability power for the already high damaging Expunge! Mix a little to see what fits you.
As I had mentioned a few times earlier, Twitch is squishy. So to ensure that you survive the first head-on-head battles, I really recommend that you take Exhaust, and Ignite for the magic poison-true damage combo.
Some spells that is worthy of Twitch is Ghost, Flash, Clarity (for his low mana pool and pretty costy spells) and Cleanse. The others are just silly.
