Introduction
Mark - Armor Penetration. This is a physical damage build. Alternatively, you can go Attack Damage (since APen doesn't scale with tiger stance's damage over time effect). However, Armor Penetration is a more common rune.
Seal - Mana Regeneration. This actually helps greatly with Udyr into the late game, as his costs become low and you avoid running out of mana in crucial moments. I've never had mana problems with Udyr since I started running these.
Glyph - Cooldown Reduction. Even though Udyr has low cooldowns, the cooldown reduction helps with that stance spamming ever so slightly (since you will be casting a lot of stances).
Quintessences - Health or Armor Penetration. Again, health is more common for people to have. It also does help with your early game ganking, so it is highly recommended.

15/0/15 - This is my standard build for Udyr. You need the 3% run speed from utility, no question about it. Aside from havoc, the last 6 points you would spend in the offensive tree are very underwhelming (10% crit damage, 0.75% CDR, 2 damage to minions). Compared to what you gain from the utility tree (0.66 Mana per second, 15% more creep buff duration, and 3% run speed).
Alternatively, you can go the following builds:
21/0/9 - Generic AD jungle build.
0/21/9 OR 1/20/9 - Tanky jungle build.
0/15/15 OR 1/14/15 - Tanky jungle build with 3% run speed.
Why only these builds? Because there are certain key masteries you want:
Haste - This is a MUST if you are running ghost (which, considering Udyr is meelee, should be always).
Utility Mastery - Extremely useful. Allows you to gank with your red buff for 15%/30% longer. Allows you to also spam your stances with blue buff 15%/30% longer. This also reduces the time between when a buff runs out and when you are able to pick it up again.
Plentiful Bounty - Makes your jungling much faster, which gives you a greater window of time to gank.
Alternatively, you can go the following builds:
