Just one remark. Starcall is a musthave and it does a great combo with lich bane. But level 1 deal enough damage compare with higher level --> cost more mana and deal only a litle more damage (you need to reach level 4 to double damage...).
In the other hand, you get a significant increase of damage by leveling and it's a great haras spell in lane...
So you should get starcall first but max it last.

I haven't crunched the numbers since the rework, I imagine most people are just using my hyrbrid or support anyways. As far as AP carry Soraka goes you kind of have to have the your E and Q up to keep up the harass damage. What you want to keep in mind is that the only reason the damage doesn't go up that much is because it's a multi-target spell with super low cool down. It hurts a lot more then you would think especially with a little AP behind it. When I use to max Q first (don't do that anymore since I started doing meta support) I did way more damage overall. I honestly prefer Kayle support because Soraka's harass feels so weak against good opponents. My skill order actually focuses on trying to keep all spells affordable and effective.

In summary though I believe you are 100% correct when it comes to support Soraka, unless of course your enemies aren't too bright.
