Soraka Guide

So I looked at this when it had that 56% CDR and went by without even reading this, but today I came back to check out why this guide had so low rating and got even more surprised, because you've made this a really good guide. Too bad you don't have Comment to Vote on, because with it you could've avoided unnecessary downvotes.
I'm still amused and confused to see people use my warding picture (without asking my permission to use it). Resembles my built by some stuff and explanations (warding section and Ranked play section, which actually applies to all games so you could change it to Gameplay/Tips section), but has it's differences, so I'll upvote because you've seen a lot of efford to make this guide look like this considering what it looked like before, and

I have one thing to say though, don't take
- You should take Shurelya's earlier, probably right after Aegis.
- As said, Lucidity Boots are okay but not if you also get Morello's and Shurelya's. I recommend
- In my opinion you need to level your E first, to get some damage. Heal is fun but your carry should get some lifesteal, which makes him/her less dependant of the heal.

So I have a few issues with your build:
1) Your CDR reaches 56%, when the cap is at 40: you are wasting valuable resources that you will not get if you are laning effectively, due to funneling them to your carry. Drop the Lucid Boots, Soraka has 3 other boots that are viable on her: Ninja Tabi, Merc Treads, or Swifties (she is glacial, and heals that don't contribute dont help you win.)
2)While your heal does get potent quickly, Starcall pound for pound will add more to your team in the early game. While with support Soraka you should maximize heal quickly, you should pick a skill to max and roll with it: the sooner you maximize one of your skills, the faster you are an amazing asset to your team
3) AP/lvl is nowhere near as useful in your runes as flat AP where available. Your late game is already potent on heals, but your early heals are terrible. Maximizing them is exceptional.
4) if you are running low on life, you are doing something poorly: you're a healer who can fill her mana as well. Health pots are only useful if your start is Cloth armor, Faerie Charm, and a pot. That should almost be the last pot you purchase.
5)Your build is rather expensive for a support champ: if you are being as useful as possible, you will be lacking cs and therefore lacking money. The normal fix is to get some mp/5 items early (you get stone, but heart of gold into Randuin's Omen and Kage's Pick into Grasp are not terrible either, especially with your masteries that threesome does hit your 40% CDR).
Overall, you have some good ideas (Will of the Ancients is amazing and works wonders), but a little refinement could help.

1) Duly noted, I'll definitely take those Boots our of the core items.
2) I'll definitely change my skill order now as well, Maxing W at lvl 9 this time.
3) I'm now changing my Glyphs to flat AP.
4) How does a Fearie Charm/4 Wards/1 Pot start sound? Or should I not get the pot, and save the 35 gold for the Philo Stone?
5) Maybe building that early Ruby Crystal into a HoG would help? Or maybe I should just find less expensive items for the build?
