Introduction
Pros
Great cc capabilities from the CD reduction
Endgame you are basically unkillable by any less than 3 enemy team members (or a really fed one)
Good map mobility
Can turn a 2v5 into your carry getting a penta with some luck and finesse
Cons
Build is expensive so you need assists from your lane partner
You do very little damage by yourself so you are not focused unless the team is stupid (is also a pro in some ways)
The runes I picked are fairly easy to explain. The magic pen marks are to maximize the damage from your abilities since you have hardly any other source of damage. The Health per level Seals I picked so your health is constantly increasing as you progress through the game. The glyphs I decided to use magic resist per level since you are going to have a lot of health endgame you need some defense from their ad carry with Madred's or Kog Maw if it comes to that. Finally I use flat health Quintessences for some better sustain early game.
Since Leona is a tank I put most of my points in the Defense tree trying to maximize on more health and also more CD reduction. The other 9 points I put into offense for the buffed Ghost that I use for a summoner spell, some little extra AP for all of leona's spells and finally more CD reduction and more magic pen for her spells.
I get the Regrowth Pendant first because if you are getting harrased you can easily regen it back if they don't constantly do it and it is a good start for Philosopher's Stone that I use for a Gp5 item. Next is boots (either Mercury treads or Ninja Tabi depending on the team you are facing). Next I go for Spirit Visage and then Warmog's and Force of Nature, you can throw in a Thornmail if you need to. After that go for Sunfire Cape and either Shurelya's Reverie or Locket of the Iron Solari depending on what you feel is most necessary. After that just get consumables.
Also if your team/lane is doing exceptionally well and you want to sacrifice some tankyness with more damage output you can always go for Trinity Force, but that is an expensive item to build so if you aren't exactly getting a lot of gold I wouldn't recommend it.

You are going to have to rely on your team quite a bit since you wont have much damage yourself. The pro/con that I mentioned before about that is people wont focus you unless they are stupid, but you can turn that to your favor by running around and stopping their team from getting to your carries and locking down theirs in team fights. You will usually live long than your team which makes it tough for their team they either have to burst you down and go for your undefended team or risk the massive amount of CC you will constantly unleash throughout the fight. I have come to save a teammate before and turned a 2v5 into a Pentakill for my Ap carry so if you have a team that knows that you can survive hits from their whole team for an extended time and also keep them safe along with your passive boosting their damage output Leona and one or two other people can do a lot of work on an entire enemy team.
That's about all I have to say for this build anything else you will have to experience for yourself and maybe tweak a few thing if you don't like some things. As i said before this is the first build guide i have ever done so feedback would be nice and I will surely edit things that you point out.
