My matches with Urgot over the last couple days (all at level 30, mind you):

Even when Urgot loses, he gives "the gift of eternal pain."

Runes:
Standard ranged AD character runes, with armor penetration, mana regen and cd.

Masteries:
ATTACK DAMAGE! Pump up the hurt, with a few in defense to help keep your incoming damage low.

Summoner Skills:

Great spell for getting away, with this build you'll be pretty squishy so you need the kind of escape capabilities an Ashe or a Teemo have.

MOST IMPORTANT SUMMONER SPELL
With flash you can perform the urgot's infamous "flash-swap", which is great for pursuing and initiating team fights.

Items:

Manamune
Urgot has big mana problems because of his low cd (blessing and a curse) and manamune helps with both mana and damage. So it's a win-win item.

The Brutalizer
Gives pretty good damage and great cd reduction, perfect for spamming your Acid Hunter after a successful hit with the ole NCC.

Mercury's Treads
Urgot has almost no get-away capabilities (the shield helps a tiny bit) so mercury's treads are a clear choice to help reduce cc.

Hexdrinker
Awful for most characters, the Hexdrinker is great for Urgot as a supplement to his shield and for the cheap bonus damage.

B. F. Sword
'Nough said. By this point you're destroying squishy characters from outrageous ranges.

Skills:

Zaun-Touched Bolt Augmenter
This is a great passive, lets you excel against other AD characters because of the reduced damage. Also helps when getting buffs at low levels. (Yes, with the right items you can dragon at level 5)

Acid Hunter
This is the Urgot's bread and butter attack. With a low cd and a ratio of 1 to his AD, spam this baby mercilessly.

Terror Capacitor
Pretty wimpy shield. HOWEVER the slow is remarkable, which makes it worth it to put one point in at a low level.

Noxian Corrosive Charge
If Acid Hunter was Urgot's bread and butter, this is his PB&J. It does damage over time, lowers armor, and most importantly, allows you to lock on your Acid Hunter and hit people from tremendous distances.

Hyper-Kinetic Position Reverse
Great initiator, gives you huge armor while swapping and suppresses the target. Perfect for lane combat, once you hit level 6 you've basically got a guaranteed kill every time this thing cools down (if you've got a good lane partner). I recommend saving your shield until after the swap so you can escape, for escape and slowing potential.

Summary:
This latest patch has given Urgot a huge and much-needed buff. Now that his NCC uses physical damage, building him as a glass cannon is a viable option.

Early game:
Keep them hurting with NCC and Acid Hunter. Early kills should be easy, as the starting damage on both of these (combined with your armor penetration) is quite good.

Mid game:
Always make sure you're with someone else. You don't have great getaway capabilites. In team fights, keep up harassing with NCC and Acid Hunter. You shouldn't be having mana problems with the Manamune and your runes. If you have at least one or two other people with you, your ult will get a kill every time, and hopefully draw some more of the enemy team in.

Late game:
You're just getting started! With attack damage in the 350-400 range, you should be able to rip apart tanks and squishies alike. Your ult has lost a little of its power, but your acid hunter is doing something in the 550~ damage range every 1.5 seconds. Throw on NCC for armor pen and locking-in and your shield to slow, and you're a force to be reckoned with.
