The goals of this build are early lane control and easy early kills.

Your basic Runes will be:
Greater Mark of Desolationx9 Greater Mark of Desolation
x9 Greater Seal of Alacrity
x9 Greater Glyph of Alacrity
Greater Quintessence of Desolationx9 Greater Quintessence of Desolation
The point of the runes is to make sure you're proc'ing your passive with as often as possible. The armor pen is to make sure as much of the damage gets through defenses as possible.

This item will help you early laning but it is replaceable if you really want to start with something with higher lifesteal or HP regen. I prefer this to other items because the extra 100hp can save you from early kills if you play aggressively as I do.
Not much to say here; you're bound to take a few hits early in the game. Instead of wasting gold on health regen items which don't build into the core items in the set health potions are an easy fix. Remember to use to both get in and out for quick shots. is also great for avoiding skill shots.
Prefer these boots for their added speed which assists in map control however there are many times where I'll go with another set of boots b/c of the enemy's team. Magic Resist or Attack Speed work well with this build. sometimes are needed to help you survive if you're laning against nukers in early game.
Since your passive ability is a flat damage %hp this item only adds to the pain you deal out to enemy champions. You can easily shave down even the hardiest tanks with this item/ability combo.
This item is to further your damage output.
The Black Clever
Again another item to add to your damage output. The armor reduction is provides ensures you're maxing your potential against those who build defenses against you or team carrying tanks.
At this point in most games you're looking to survive the initial nukes when team fights are initiated. Banshee's Veil will achieve just this goal. Preventing initial holds or large scale nukes which most player will try to open with in end game team fights. This item will either have them skipping you as initial focus (which means you'll get a fast kill) or they'll try to nuke you and fail. Be sure you're the last one into the battle w/ a tumble into the fight.
This item replaces your in the last minutes of the game. The extra 100 damange every fourth attack compliments your and often catches the tanks counting your attacks off-guard. The activated ability also aids against any build meant to avoid your damage as a means to survival.
