Three things:
1) I don't like how you take Expanded Mind instead of Meditation. Veigar is still mana hungry early game and will need that more than just an increase of base mana from Expanded mind which is basically negligable.
2) An Archangel's staff is not necessary on Veigar. It's rare to even get close to maxing out the mana bonus from it and rarely will you be alive long enough late game without going back or having blue buff to use it all.
3) I am curious how you managed to accrue 12 votes with a guide that is 2 days old.
If you can argue any of these points, I'd be happy to hear it and possibly give you a vote.

Hello Melink422, I would be glad to offer you explanations for your three concerns.

1) Yes, Veigar is very mana hungry early game. I have offset some of those problems by 1. Getting mana regen from Meki Pendant, 9x Greater Seals of Clarity, Perseverence, and his passive Equilibrium. 2. Once you finish your Tear of Goddess, your mana problems have been solved. If you are farming correctly with your Q, you will be charging it up and should only take 15ish minutes to max. Also in the masteries section, I added at the end if you aren't comfortable with this set-up, you can use the normal AP masteries.

2) If you wish to achieve high levels of AP (this is a burst guide), you must get the Archangel's staff. Also if you notice, Tear of Goddess is my first item, and the mana bonus does transfer when you finish off your archangel's staff. This being said, you will have a good amount of bonus mana end game (and AP).

3) I have been advertising my guide to my friends and telling people to check it out every game after I play Veigar lol. Also I don't require a comment to vote, which might have also added to the # of votes.

I'll try to cover it in sections to keep things simple like we have.

1) Alright, I get the Meki Pendant to start off. It makes sense with the extra mana regeneration, but when you get Tear of the Goddess, it doesn't just make your mana problems go away. You still can't harass very much until you get several hundred mana stacked up on it, plus you're sacrificing some other damage items you could be building in the meantime rushing for it. Second, it isn't realistic that you max out your Tear of the Goddess in 15 minutes. After doing the following math:

Tear of the Goddess: 2 increases of 4 mana every 6 seconds with caps at 1000 mana.
1000 mana / 4 additional mana per increase = 250 increases
6 seconds * 10 = 1 minute
2 increases * 10 = 20 increases per minute
250 increases / 20 increases per minute = 12.5 minutes

It takes 12.5 minutes to max a Tear of the Goddess if you hit all the timings perfectly, which most certainly won't happen. There will be times when you will have killed all the minions in a wave and will be waiting, there will be times when you die, there will be times when you sit in a bush waiting for a gank out of range of experience, etc..., so that really isn't realistic to finish it even close to that fast. Finally, I still am not sure why you take Expanded Mind. It really is the worst upgradable mastery in the game by far, with Perserverence not far behind. Even with a fully stacked mana bonus from Archangel's Staff or Tear of the Goddess at level 18, your still only increasing your mana by 132, which turns into a measly 3.96 extra AP with Archangel's Staff.

2) Although this would give you more AP than my guide, you are much more likely to fall victim to the same casters you are supposed to be killing. Stunned by an AP Sion? Insta-death. That's why I get some sort of magic resist most of the time. Archangel's fully stacked only gives you an additional 79.2 AP when fully maxed (which takes time to get fully stacked). (You can check my math on that on my guide if you want. It's in like my optional items section, just didn't feel like typing it out again.) I do realize that the mana does transfer, otherwise it would be stupid to even buy Tear of the Goddess to begin with as an item like Chalice of Harmony would be much better, however, you won't hardly ever get to use all your mana like you would with someone who burns it faster like Karthus, for example.

3) That's cool that people are taking interest in your guide. Wish people did that for mine. I only have 16 and mine's been out for like 2 and a half months and two of them were downvotes by trolls. :(

4) Also, to add another topic: why do you take AP runes at all? You said yourself that the difference between AP per level quintessences and flat AP quintessences was negligable. It's only 15 additional creep kills with Baleful Strike to replace your quintessences with something Veigar needs much more, such as cooldown reduction or more magic penetration.

Just posted a guide without even looking at other Veigar guides... I've played Veigar for I don't even know how long. I've used this build FOREVER! Good to see other people know what its capability is. Will definitely give you a shoutout in my guide :)

Melink422: I get the AP runes to help my early and mid game have some extra AP damage. And I am following your math on the masteries, and I agree you are right on that, I think I will just be going standard masteries. (Was experimenting with the build)
However for the Archangel Staff, an approximate 80 additional AP on top of the 45 base for a total of 125, makes it one of the highest AP items in the game (behind deathcap and full stacks). You finish building your tear of goddess at like 5-10minutes in the game, depending when you go to base, so at around 20-25 game mark you are fully charged, according to your calculations.
