Hi ! I think I must downvote this build...
Your masteries are 21/7/2 : I totally disagree with your 21 in Offence.
Why do you need critical strike with Veigar ? For Lich Bane? It's the last item you build...
You don't need to up your attack damage base, as Veigar should only last hit with baleful strike.
I suppose it is in order to get the 21st mastery, which grants you 4% bonus magical damage. Did you know that doesn't make much difference ? It ain't magic penetration or true damage. You waste 11 masteries to get it.
I also dislike your 7 in defence :
You take armor and magic resistance masteries, in order to get the strength of spirit. Why not ... but you made a mistake in your max mana calculation so you end up with +30HP5 and not +45HP5. You say you get to 4590 mana with this build which is false ! You only end up with 2990 mana ! (250+55*18+1400+350 = 2990). And it won't help you stay in lane early game, as it only grants you 3HP5. So to recover from 1 blow from an Ashe, you need about 2min... Let's hope she won't focus you then...
Yeah because that's another problem of your build. How do you survive early game ? A smart range will be your nightmare as you have nothing to heal yourself. So a quick harass, early game and you have to go back to base to buy potions, giving her 10-20 sec more to farm alone (so about half a level at this point). Besides that slows your build (more potions means less gold for other things right?).
Then comes the spells : Clarity ? I mean seriously ? So it will help you during the 10 first minutes, as you'll be able to farm more, and then it will be useless as you will be mana free (as you say it yourself). But in fact, it isn't required to farm well in earl game. Taking Greater Seal of Scaling Mana Regeneration instead of Seals of Focus will help you farm as well, and you will be able to buy 2 health potions instead of 2 mana potions. That is if you take the meditation masteries.
Talking about runes... Why choose glyphs of force which grants you AP per level ? You say that you get around 900-1200 AP in the end. So the interest of +27 AP lvl 18 is low. In comparison having +10 AP in the beginning is much better, as it helps you farm more easily.
Then you have no survivability item (no moonflair isn't a survivability item) but you take a mejai. I respect you... I would take a mejai knowing that I can't escape from a gank. (No flash, no ghost, no fast boots, and Veigar is slow). To make a mejai interesting you need to do more than 2 kills for 1 death, and still you'll be around +48AP (6 stacks) so a blasting wand and a amplifying tome are better and costs the same (and can be up in a void staff, much better).
These are some of the points why I disagree with you.
As of the Masteries, I tryed without the defense in a match and I can tell you, THANKS! Modified my build now and it's pretty better.
Modified the Seals too and it helped a lot. Still aint changing Clarity for now. I'll see later what I can get in the place. Modifyed all the runes in fact.

I like this build but i think that DFG is better than lich bane.
DFG give you bonus at 1 strike. Greatly, but Lich Bane give a neat AP Bonus after EACH spell...
