Things to note with veigar are that you need to land his e right on someone so that you can get your w, and q off without worrying about the enemy being able to fight back.
Veigar's e is great for zoning, saving team mates, and melting people with a combo they can only watch kill them.
Veigar's ult also does massive damage, scaling off of AP at a higher than 1:1 Ratio, if the enemy laner is an AP champion then you are even more well off, and will likely get first blood of your lane, if not first blood in general.
