Introduction
To start off with Veigar is a very squishy Jungle. In fact he is about as squishy as they come. You will need bonus armor runes for sure. While i recommend getting scaling MR and flat AP runes for the early game damage and the late game defense against other burst mages. Can trade those around for what you feel is best. As for the marks you want to have as much magic pen as you can get so that when you gank it hurts.
Quintessence, These babies are a little strange for me. I run with quints of gold because im still slow at cs no matter what lane im at. but seeing as others will be better i recommend getting scaling AP or even Move Speed quints. The AP if you are not good at stacking your Q. Or the Move Speed if you have trouble moving though your jungle.

These Masteries will help you with the early game damage that you will need to sustain in jungle will they will leave you vulnerable to early invades.
I stick with the standard 21 offense and 9 defense.
In defense i stuck with having the damage reduction and the thorns for the creeps to enable you to stay longer while also grabing the bonus HP so that you are not so squishy anymore.
For Offense i stuck with the standard AP carry picks.

Okay lets begin with the main items.
For your last item you can use just about anything really. I prefer to grab a Rob of Ages if i need the extra tankyness, for a twin shadows when my team is winning so that i can chase down the fleeing team. but the last item is really dependent on whats going on in the game.

DFG - Death Fire Grasp - This item is a must against any team that has a tank. The Ap boost it gives also greatly boosts your damage.
Rabadons Deathcap - This magical looking hat will give you a huge boost to your ever increasing AP allowing for more damage.
Seraph's Embrace - This nice looking rod will give you bonus AP and Mana which is a nice thing for veigar, The mana shield will also allow for you to run from a bad fight.
Void Staff - This staff is a must for you, its 35% magic Penetration will allow you to keep your damage high even if the other team is building a lot of MR.
Boots of Swiftness(with Homeguard) - These boots will give you a huge boost to your move speed and allow shorter visits to the shop in critical times. The reduced slowing effects can help a lot when you need to chase down a fleeing mundo for that last Q.

With Skills you will want to focus on maxing your Q(Baneful Strike), this will allow you to single target monsters early game in the jungle so that you can start stacking your bonus AP.
Next you want to get your E so that you can stun enemies that try to counter jungle you, this is also a must for ganking since you dont have a gap closer.
Your W is not a high priority since it has a 100% AP scaling ratio, meaning More AP More damage.
Your R is a Must rush. This single target nuke can one shot most under fed champs and still nearly kill alot of champs late game.
Next you want to get your E so that you can stun enemies that try to counter jungle you, this is also a must for ganking since you dont have a gap closer.

Flash is a great asset to your spells since you will need it for a gap closer and a escape
Smite is Needed but not required since your Q at level 4 will start doing more damage than smite.
Revive is a good thing to have if you have trouble staying alive in the jungle.
Clarity is a great asset to have since you will have a hard time jungling between you blue buffs.

For the first few levels you will need to back after one or two creeps camps. when grabbing buffs, Always grab your blue first and only do so when you have full HP and Mana, then immediately run for your red with some hp pots.
Keep an Eye out for counter jungling and warn your team that you can early gank but would prefer not to.

In team battles stay behind everyone, you want to land your event horizon so that you can change the flow of battle and throwing out your W will cause enemies to move away from it because it hurts bad.

You do not want to start battles or team fights, you also want to run from any fights that you even have the slightest chance of losing. Each time you die it gets harder and hard to come back from it.
