I have 2 questions. 320 AP it isn't low for this champion? And what gives that boots (enchanted movements- what's that means)?

You said that the highest amount of AP you ever had was over 1000; the base you posted is a bit over 300, and I seriously doubt you could EVER get 700 AP off minion kills

you need the boots right away. they give magic pen which helps significantly to get stacks on mejais. i would probably build zhonas after mejais and not build archangels at all. it gives you good mana regen but the point of veigar is the strength of his nukes as opposed to spamming abilities. additionally frozen heart is fairly useless imho. cooldowns shouldn't be an issue with veigar, attack speed aura is worthless because veigar is ranged and 99 armor is okay if your getting pwned by a physical dps team. if the later is the case, why is it you have mejais? if your getting hit by physical dps and cant kill or farm early, get just get an armor vest or thornmail (there alot cheaper than frozen heart). if your getting pwnd by magic, buy abysel septar.

nice build, but i don't see why your not lvling your ulti up as soon as possible, you get it at lvl 6, but then you wait till lvl 12 and 18 to get it again, when you can get it at lvl 11 and 16. besides that, its a pretty nice build. check out my veigar build if you have a chance

There you go, that was the piece of information I was lacking :P.
If this is a defensive Veigar then the build seems viable. I seriously couldn't imagine this Veigar laning offensively at all. If that's how you would play him I suggest getting a Banshee's Veil if you're facing nukers.

I should have said from the beginning, that is build is Strictly for tower hugging, while farming and heavily avoiding ganks, and also running around with your team and ganking, not for pushing, or 2v1 (the 1 being veigar)! The goal with this build is to safely gather a decent amount of AP, then start joining team battles and staying long range and smiting from a distance, and running if needed, (ghost and event horizon)

My point is this, you're relying heavily on summoner spells and dark matter which isn't his bread and butter. Shen, Ezreal, Sivir, Gangplank, and anyone with Cleanse or Magic Protection items, especially Banshee's veil laugh at these tactics. Your range is useless if don't have power and opposite means of pulling your attacks off. You can't ghost away from fears, taunts...you see where I'm going. All in all I think this build needs some more survivability. Without it you're just a glass cannon. Fight smarter not harder, and all.

This is why you have ghost and long range attacks, and buffs always hlep, u can use em of course, lol, and at max lvl, event horizon stuns for 2.5, and even at lvl 2 event horizon, u have enough time to stun em and drop meteor and hit them!

I don't know about how you focus on cooldown and mana regen. This guy looks a bit squishy, I'd stick Rod of Ages in that item build somewhere. You're assuming you'll catch someone in event horizon with your stun, but lots of characters can shrug it off no problem. High Elo games know not to allow you to feed, and with only force glyphs you're vulnerable to early game ganks. Just my two cents.
