How do you deal with people who can dodge your skills? Eg Fizz?

A good Fizz just murders you. It's only possible to kill Fizz with Vel'Koz when his skills are on cooldown. Try baiting his skills, mostly Playful / Trickster. His Chum the Waters is a guaranteed kill on you. Play defensive and farm with your skills. Don't try killing him. Rush defensive items. NEVER GET CLOSE TO HIM. Ask your jungler to camp your lane. If you're lucky, you'll survive past laning phase.

Yup, Morellonomicon's price is less than Athene's Unholy Grail, it gives more ability power too. Morellonomicon's Unique Passive is also better than Athene's Unholy Grail, so Morello should be a better choice.
That's why it's included in the Other Options. This isn't a single build, this guide tells you what items are good for Vel'Koz. You can get it instead of Athene's Unholy Grail or whatever you want. It's not like I'm saying "HURR DURR GET AHTENE'S OR UNINSTALL". This guide just gives options. Enemy team doesn't have AP or you don't need to spam skills? Or the enemy team has Dr. Mundo? Get Morellonomicon, simple as that.
Also, that 15 AP difference means 9 more damage on Life Form Disintegration Ray. Yup.
Rabadon's Deathcap should be core, you don't need Athene's Unholy Grail since Vel'Koz's abilities have low mana cost.
also...heck all of Vel'Koz's abilities are purple and almost looks the same...lol
The only reason you get Athene's Unholy Grail is for the 20% CDR. CDR is too good on Vel'Koz. Considering your only other CDR option is Morellonomicon...

Well, some mistakes I saw and you might want to correct:
Mental Force helps with late game, giving AP/lvl, not early;
Devastating Strikes does not give armor, gives armor penetration AND magic penetration
Void Rift has the same damage as Plasma Fission, but the fist need to hit twice to do the damage the second does with one hit. The difference you might feel is because you are maxing W first. it is up to 35 +2.5% AP in the last level (about 45) for the rift, wich is basically the same
Ionian Boots of Lucidity gives you (along with Sorcery and Athene's Unholy Grail) a full 40% CDR, wich is not a good thing to have in mid, as long as you are getting the blue buff, you only need 30%, so building Sorcerer's Shoes is way better, for compensating you might think of Deathfire Grasp, that gives you the 10% and enables you to face tanks that will come for you in the backlane with its active.
This is a tip: Changing his seals for MP/5 seals against a AP lane might come handy

don't you think that the kill combo is better when you do Q=>W=>E=>R? the thing is that I feel the second hit from Void Rift landing easily when you put the enemy in the air after hittim him the firt time.

Okay, I've fixed Mental Force and Devastating Strikes .
Void Rift is better because it applies two marks of Vel'Koz's passive. Also, it's AoE; since Vel'Koz can't roam, he needs to push the lane, which Void Rift is great for.
About Ionian Boots of Lucidity, it's just that I like letting the jungler get blue, and because you're not guaranteed to have it every time; this can cost you games when you're in lategame. Also, Vel'Koz should never be in the range of Deathfire Grasp, since he'll melt in a second if he does.
Seals should remain armor seals at all cases since most junglers are AD, and minions deal physical damage as well. Vel'Koz doesn't need any mana regen after he gets Chalice of Harmony anyway.
Just make sure you credit me, and you can use it!
Actually, since Void Rift has no cast time, you can use it virtually the same time as Tectonic Disruption. Since Tectonic Disruption travels slower, this is why it's used first; Using Life Form Disintegration Ray right after EW will make you use it just in time Tectonic Disruption hits.
