Introduction
Now without further ado lets get started.
So we'll start off with the runes.
For Marks you wanna get 'Greater Marks of Insight'
For Seals you wanna get 'Greater Seals of Vitality'
For Glyphs you wanna get 'Great Glyphs of Potency'
(Just a heads up you wanna get Potency not Force it just wouldn't let me choose those Glyphs)
And finally
For Quintessences you wanna get 'Greater Quints. of Potency'
For Marks you wanna get 'Greater Marks of Insight'
For Seals you wanna get 'Greater Seals of Vitality'
For Glyphs you wanna get 'Great Glyphs of Potency'
(Just a heads up you wanna get Potency not Force it just wouldn't let me choose those Glyphs)
And finally
For Quintessences you wanna get 'Greater Quints. of Potency'
For the Masteries I have gone 0/9/21 the reason I chose to go into Utility as my main spec. is because if you dodge all of the mana skills in the tree you can get a pretty good Vlad build with it.
Then we move onto the secondary tree and why I didn't go into Offence at all.
The reason you go into Defence for the last 9 points you have is because, well you get some health out of it, and the reason I didn't build into Offence at all is because I played Vlad with an Offence build and he didn't really last that long I would get some good hits but they weren't the hits I was looking for, not to mention the cool-downs I had on my Sanguine Pool I couldn't really get away in some ganks when I was mid or even top.
Then we move onto the secondary tree and why I didn't go into Offence at all.

Now for items...
You wanna start yourself off with an Amplifying Tomb and two health potions (because if you didn't know Vlad has no mana), then you wanna upgrade that ****py old tomb for a Hextech Revolver then grab your Sorcerer's Shoes, move onto your Rylai's Crystal Scepter, then its really up to you for the next item, if your getting owned by AD that auto attack get a Thornmail, if you getting owned by AP get a Force of Nature and if you are just looking for a bit of both grab a Guardian Angle for the sustain, then you wanna get your Rabadon's Deathcap, Abyssal Scepter and finish it off by building your Will of the Ancients.

Lets discuss some Pros / Cons with Vladimir
Pros:
Extremely powerful if built right
Tough to kill with some of the health he gets
Easy to tower dive with
Excellent at last kills with his Hemoplague
Cons:
Squishy, because hes AP
Only has one escaping tool (if you don't get flash) that has a long cool-down
Targeted first all most all the time
