So I�¢ï¿½ï¿½ve seen a lot of Vlad builds that insist upon using Mejia�¢ï¿½ï¿½s as a key item. If your allowed to build up stacks on this item its great and with Vlads survivability it is well within the realm of the possible, however carrying the snowball items makes a character afraid to initiate, hunt and in general gelds the player into not being as scary as he should be (most matches aren�¢ï¿½ï¿½t won in end game after all.) So here is an alternative to the Mejia�¢ï¿½ï¿½s keyed builds.
Transfusion (q): abuse this skill free health and free damage. What more could you want synergizes well with spirit visage for added healing, and since the only thing limiting your dps output is your CDs visage is a key early on.
Sanguine pool (w): important to pick up early on due to its massive utility. This ability will save your tale and net more chase kills then any other skill in game. Just remember there is a price to pay for it (20% health no small matter) and the later in the fight you pop it the cheaper it will become. When escaping if you have ghost up and use it prior to sanguine you are almost guaranteed escape.
Tides of Blood (e) Vlads primary AOE damage un-stacked its little more then a tickle but 4 stacks will begin to hurt (a lot) always be sure to pop transfusion directly after this during your first hits to increase your health gained from the attack. As team fights go on abuse this as much as possible and it will start to make a huge difference later into the fight, and almost for free with as much transfusion as you use (just keep and eye on your health and don�¢ï¿½ï¿½t overdo it)
Hemoplauge(ult) Most OP team fight ult in game IMHO. Combined with another characters damage dealing ult it tends to result in a kill (18% additional damage is no joke) You want to be sure to time it such that its up for that crucial first wave of doom from your team (ults going off) then most runners will blow up on their way to escape (another often overlooked effect)

Early game
If you�¢ï¿½ï¿½re lucky enough to get mid thank your stars, not a lot of teams will send vlad out there. In mid lane abuse transfusion like the red headed step child it is. There is no cost to cast so toss it out as often as possible. Depending on who your laning against you can either choose to harass or last hit. I find melees are always fun harassment targets as they will set themselves up for a gank around lvl 7 with vlad and some of the ranged will be easy prey. If you don�¢ï¿½ï¿½t think youll get the KB though just lay back and nom minions for their tasty tasty gold.
If your on a side lane remember you�¢ï¿½ï¿½re a lot squishier then you will be later on play it kinda safe and don�¢ï¿½ï¿½t over exert be sure to farm up and as always hit that harass on heros who step up. This will leave them a little nervous about aproching minions wich will reward you later in game. Just never put yourself in situations you can�¢ï¿½ï¿½t get out of (and with vlad you�¢ï¿½ï¿½re a slippery target) Be sure to abuse sanguine pool when you feel the jaws of a gank closing in. the 20% health is a drawback so don�¢ï¿½ï¿½t over use, plus you don�¢ï¿½ï¿½t want it on cooldown when theres a gank incoming. When you get your ult confirm with your team mate and try and break your opponets. Hemoplauges effects are often underestimated but with another ult being proceed it tends to result in at least one kill, and if you�¢ï¿½ï¿½ve lured them away from a tower maybe two (remember sanguine is also a slow for chasing)
Mid game
Once you�¢ï¿½ï¿½ve hit around lvl7 you should be packing a little more of a punch depending on how well you�¢ï¿½ï¿½ve farmed you should be part of the way into Rylais giving you a bit of a hit. If you�¢ï¿½ï¿½re mid and opponent in the lane is getting pushed or having to go back feel free to visit the top or bot to get some sweet juicy kills or at least push the lanes and make their team fear you. Your team is probably starting to clump up a little here and the enemies motions in the lanes will become chaotic, just be sure to keep good map awareness and avoid those pesky counterattacks.

Late Game
Hopefully your team has already sealed a victory by now (or their defeat depending on noob content.) In the case that the game is still in full force you�¢ï¿½ï¿½re an invaluable asset. Not only will you be dishing out massive damage with your nukes to any squishy (since in most team fights you can tolerate being in the thick of a fight) but your hemoplauge should be up just about every big confrontation and that should wreck any would be balanced fight in your favor (assuming your team has half the brain needed to destroy when hemoplauge goes off.)
