This is the build I use for playing Vlad III The Impaler.

I might post further description later on if I get inspired.

Basics are kinda common:

Max out Transfusion first, Tides of Blood second for a lot of nukin power. Only 1 point in Sanguine Pool at lvl 2 and max as last. This build does make you quiet fragile and you have to be carefull with spamming Tides of Blood.

For Items:

Start off with Regrowth Pendant if you are solo, if duo, go for tome. First items are Sorcerer's boots and Mejai's for early stacking. After this, depending on what you feel like being the most important thing in the game is, you will build either:

Rylai's for a lot of health, ap and the slow, this is the most common choise.
Lichbane if you want Magic Resist.
Guardian Angel if you need Armor and/or Magic Resist.

Zhonyas only after Rylai's or Lichbanes, or if you have 20 stacks mejai's already.

On the runes and masteries, why what?:

With Sorcerers boots and runes, you got 30 Magic pen, just enough for base magic resist of most of the heroes. Potency's are for lvl 1-5 boost to your healing and damage on transfusion. Later on they are just a nice add. Focus Glyphs are for 15% cdr at lvl 1 with the masteries, with 20 stacks mejai's and blue elixir, you will have 40% cdr.

The summoneers are mainly for a way to get your hurt arse outa the fight, doing a Flash -> Ghost -> Sanguine Pool can save you even from being against 5 ppl. Also the Flash will get you many kills later on, when someone comes tad bit close, just outside of your range, hanging behind tower. You can Flash -> Tides -> Transfusion -> Pool them to death and escape without taking too many hits from tower.
