You need to look at (parenthesis are just exemples, there are more problems in the points i notice) :
- Your runes (CDR when your stuff gives 40% ? flat hp on marks ?)
- Your stuff (wtf archangel ?)
- Your masteries (+3 damage and +4 damage on minions ? seriously ?)
- Your ability sequence (no Tides of blood ? what's the meaning of getting pool at 5 before Tides ?)
- Your build description (make complete sentence or organized points, explain a bit further)

Summoner spells are ok, but i would not get ignite exept if ennemies have heal (Soraka/Taric). You don't need it as ennemy nearly always goes with your ult on him and dies with it. but this is a choice, ignite is ok.

Overall a very draft build. You have to re-think about a lot of things here i guess :)

Archangel's Staff? Seriously? You do realize that Vlad has no mana and doesn't gain anything from things that affect mana right? Your build has 1400 mana total, plus your masteries are really really not good for Vlad in general. Needs more work.
