Sadly a build that is not viable and a poor excuse for a guide.

Seems more like Vladimir the guy who just allowed Teemo to be number one damage dealer.
Health is not very helpful unless you have armor or magic resist to back you up.

And if you really want to reduce incoming-damage, you should bet the Ninja Tabi and get Cleanse.

I have tried this build and can say it is dependent on your teamates to do all the damage for you.

Grammar issues in a lot of places and it says , "god wants you to feed and sustain". Why would you want to feed. I will change my vote if you fix that.

Your guide is a huge chunk of text, very unattractive. Your build is very odd, considering leviathan is a viable item on vlad(it isn't) why get it late since it is a snowball item? With 234 ap at level 18 and 0 magic penetration you will not do any damage, let's consider you want to make vlad a tank(wich is very odd too), you have weak mr and armor so in the end you won't be able to contribute to your team with anything in a team fights except casting your ult for damage increase.

its a huge wall of text and the build makes no sense. You are bareley doing any damage, and boots 3, or maybe even a dorans ring is a way better start then a ruby crystal. Leviathan is a terrible item also.

Bro, try and put some pictures in you're guide. because a wall of text is boring. And im also not sure if I agree with you're build options. starting with a Ruby crystal is a REALLY bad choice on vlad. He may have sustain with his Q, but it is on a fairly long cooldown, so you need potions. Also boots are essential on vlad because he needs mobility as he lacks an escape mechanism (other then his W but i dont even count that). You dont even touch hextech revolver or Will of the aincents in you're build. spellvamp on vlad is so ******edly OP its not even funny. He has massive spammable AOE so spellvamp is extremely strong. The health cost on his E is actually very significant if at 4 stacks but with enough ap and spellvamp it is taken away and you actually net health. And also your masteries are wrong, you should get the point into summoners wrath in offense. Its very useful for exhaust. Although i wouldnt even reccomend exhaust on vlad LOL. Ignite is much stronger for securing kills and gives you that nice +5 ap and +5 ad in lane.
