Nice and simple to read but yet gave me all the information I needed to start playing Vladimir.
One thing I would change is just to put pictures of the items

Hi ! These are the points that, IMO, should be changed (it's not absolute truth ofc, just my mind ^^) :

1) Summoner spells : i'd change the ghost for a flash. You have the pool to evade quite safely and dont need to chase, the ennemy usually goes with your ulti on him and dies alone. Flash allows you to engage or move away more wuickly, and surprise the ennemy. Exhaust could be changed for ignite also, but matter of choice.

2) Items : You should get Will of the ancients instead of Spirit visage as you're full ap oriented. It grants you a great healing bonus (maybe more than spirit). Also you can do it after the rylai (which should be first item to get after boots).
This char is one of the rares that allows you to start with a single Amplifying Tome. You should take that chance, almost with life runes (20 AP means 40 pv, and you heal with tranfusion so you don't need hp regen). As you said, mercuries may be the best shoes ever, for all char. Still think about going mobility (if you're mid and choise to gank) or sorcerer's if you rock in early game (your life will be sufficient if you manage to get more lvl/stuff than your opponents, and the Sanguine pool should prevent from controls).

3) Masteries : Just adapt to sumoner spell choices and get enhanced flash if you go flash.

4) Runes : As you don't really need mass life with vlad (it comes by itself with AP), i'd get magic penetration on Quintessence or Ap/lvl on seals (keep on of those in Hp anyway, it's usefull at the beginning).

5) Ability sequence : Despite what you say at the beggining, you should only get one point in sanguine pool and get tides of blood instead after that. As sanguine pool does not improve its duration with levels and will be used to flee or evade in the early game, lvl 1 is enought until lvl 13 and the 2 other skills maxed. Tides is really devastating if you manage to charge it 2-3 times before jumping on the ennemy, and the damage + heal is great in team clash.
On the lane, if 6+, charge Tides 2 times, then a flash->tides->ignite->ulti->transfusion should kill barely anything (almost if you could harass it a bit with your transfusion before).

Finally i read all because it was not so long : great desc for early game :) Maybe you could get a bit more agressive if you want a kill, but farming creeps is the better way to gold until lvl 6 (and Tides of blood can help you there when Transf is on CD, which is not that little before lvl 4).
