Amazingly enough Daethbane it will. Least it did for me and I don't like Spirit visage, havent been a fan of it forever. And I have been on the anti CDR side of the fence for a long time. But what I found with the Ionian boots > WotA > Haunting Guise build is it is SO cheap andVERY effective early - mid game an your cast time is VERY noticeably faster on Q... but possibly more importantly your ToB, Pool, AND Hemo all cool down faster.

2.23 sec Q recast. 1.8 with Blue buff. It is noticeable. But I don't use SV unless I face Veigar. (That is with Blue CDR runes which I suggest getting if using the Ionian boots). It is like 2.48 without the blue runes.

The beauty of Vlad... no right nor wrong way. Killer's preference.

I don't know what to think about the new boots on Vlad at the moment. I have tested it in one or two games, and so far I'm not really a fan of them. On Transfusion, you are talking about a .6 second difference in cool down. Having 18% cool down, which is not hard to get, you have 2.4 seconds and 40% which is max, you have 1.8 seconds. That doesn't sound like it is going to make a huge difference to me.

People underrate the ionian boots on vlad. my friend got a pentakill with them and i still got the picture.

Also he was using 2 snowball items, Mejai's and Leviathan.

Hey guys, thanks for feedback. The reason I choose to lower the cooldowns for vlad, even on cooldowns that are already quick is because I SPAM transfusion continuously. Transfusions CD with this build is 1.8 seconds. Im not sure wat the GCD is but I believe its 1.5 seconds, so its really cutting it close to as fast as you can spam it. The reason I spam so much is because over the course of a 10 second fight I can drop close to 5 transfusions if I am not using sanguine pool. Combined with the regen and stacks of tides of blood this combines for ALOT of health regen without having to purchase spell vamp items.

I do also enjoy the lowered cooldown for ealier game as well. Anyway, please give the build a try and let me know how you like it. Thanks for the comments so far!

Great build, In my opinion you should get an hourglass instead of spirt visage, try that out +1

And just to do the counting. Along with Runes, Haunting Guise(Later Abyssal Scepter, I suppose), Sorc. Shoes and Masteries you gain 49 MP (Takes out like 95 % of MR too all squishes/not tank chars., thou such bastards like Garen may be a problem >.>). And yeah, CDR is unnecessary on Vladimir, really. It works only until levels 9 when you need to spam Transfusion more often, but you will get boots and mejai just at that point so I fail to see the logic here.

Haunting Guise and Spirit Visage are great items for vlad, however the boots are not (in my opinion). Spirit already gives you 12% CDR therefore the boots are not needed. Furthermore the cd of most of vlads spells are very short and with Spirit, the boots I feel are a waste. However you provide a great guide for vlad, that often works with any situation, but I do feel that boots are a waste as they don't reduce the cooldown of Transfusion or ToB once they have been maxed out. Magic Pen would be much more useful.

Ionian Boots on Vlad... Who needs to shorten such low Cooldowns, extra speed or MP would be way better, this option works only until levels 12-14.
Okay, Spirit Visage is cool, but itself is not that awesome, it works with Vamping builds, not Pure AP one's.
I've exp. myself that Snowball Items aren't that great on Vladimir, at least in Solo:
1) No team help.
2) ...means a big possibility of losing stacks.
And about Haunting Guise, WoTA is way better considering it will be your 1st Core Item, H.G will later by replaced by a better version: Abyssal Scepter, Of coz I have seen Vladimir stacking 69 and 55 % MP, crazy ammount, but without a proper basic damage.
Not so bad though, I'll rate later, my bed is calling me.
