Introduction
For Runes I take:
1.Magic Pen Marks Greater Mark of Insight for extra damage on his spells
2.Health per level sealsGreater Seal of Vitality Greater Seal of Vitality for his passive and sustainability
3.AP per level Glyphs Greater Glyph of Force for and extra boots of power and HP (due to passive)
4.Flat AP Quints Greater Quintessence of Potency to give you a nice damage buff early game

For Masteries its really for ones own preference
1. If you take the AP side your gonna go 21/0/9 and you want the movement to get in range of kills fast plus then you get 1% spell vamp with everything so your skills all give you a bit of hp back early
2. If you go Tank you will get 21/9/0 for bonus damage at start of game plus a bit more protection throughout the whole game it works better end game but isn't liked for tons of people early game

There is no difference really in my items
[*] Boots of Speed Start with this item for the extra speed to move fast for attacks or to run
[*] Health Potion's x3 Start with these to stay sustained in lane for the first 6 levels
[*] Hextech Revolver once you have the gold grab this to make all skills give you hp
[1] Sorcerer's Shoes grab this so you can move even faster and have more damage poured onto a target
[2] Will of the Ancients get this to share spell vamp and AP for ganks and for major Spell vamp 20%
[3] Warmog's Armor Your first 3k purchase which stacks hp and hp regen start with Regrowth Pendant so you get hp back over time
[4] Rabadon's Deathcap your next big purchase is rabadons with the hp you have you will get more ability power from Warmog's Armor and make crimson pact work more effective
[5] Rylai's Crystal scepter This item is both HP and AP so its a 2 for 1 and it makes all your abilitys slow on a % rate
[6] Void Staff or [6] Force of Nature
Finally these 2 items are key for which build you go with.
Void Staff if you need to do more damage i would go with this.
or
Force of Nature if you need some serious health regen and magic resist go with this.
This is how I personally build my items it works for me :D

How to use the skills correctly:
Start with Tides of Blood and your Ultimate Hemoplague what this does for you is it increases your amount of regeneration and then if you do enough damage using Transfusion and sanguine pool if they run away. Your ulti will kill them and regenerate you back up a lot of health if you damaged them a enough.

Cool Down: 10/8.5/7/5.5/4
Vladimir drains life from his target and at no cost the way Transfusion works is it deals damage and then steals life form a target it is a kill shot its your primary skill for soloing top or mid due to the fact that you can stay sustained so long with it and it does mass amounts of damage over the time period of the game.

These are my personal favorite choices for Spells
Flash and Ignite
These 2 skills on vlad give him lots of options in fights or for escaping.
Some others that can be taken are Heal, Ghost, Surge, and Teleport
Heal : Does give Vlad a quick boost of hp but has a long Cool Down AND reduces healing and regeneration effects by 50% for about 20 seconds which is way long for vlad to be down on his healing.
Ghost : Does give Vlad no unit collision and allows his Sanguine Pool to move faster but he might need to get out of a fight and he might have his pool on cool down so only makes it 50% of the time useful.
Surge : Can give Vlad a huge AP boost and a small chunk of health for a few seconds but the reason I don't recommend it is because for that small chunk of AP and health if you have ignite you get +4 ability power and do 410 true damage and you cut their regeneration effects in half for 15 seconds with is IMHO more effective then surge.
Teleport This will get you across the map quickly but the cool down on it is not worth the use towards end game plus, you would have to get rid of either ignite or flash which both are very vital for Vlad's survival and kills.
