Why we don't see Vladimir alot, why is he not use? I think that Vladimir was very good before he was nerf, but right now he's very good.

I take those runes, because Vladimir is mage, so we need magic penetration, and cooldown very important for your Q because your Q is the principal skill of vladimir. The abilitie power is the prinicpal way to play vladimir, because is a mage. The quintesse are health because in using your W,E,R you need to spend health.

So as you can see i level up the Q very fast, because he is the principal attack of Vladimir.
