Vlad is one of the champions easier to play and OP of League of Legends!

It is a good ap and has a life considerably
.
Pros / Cons
PROS:
Powerful AP
Nice life
Easy to COMBO
CONS:
Weak on early game
Only can play on mid (in my opinion)

Masteries
My choice was the distribution 9/21/0 but there are those who prefer the 21/0/9 or even 9/0/21. I put twenty-one points on defense because I believe that with 4% PA ardor
that provides guarantees a good ap besides the other masteries being the offensive to acquire the magic penetration.
Items
1. Recommended:
Ionian Boots of Lucidity - I choose this cause in early game vlad's Transfusion
need a lot of cd so it transforms vlad in terrible on fight.
Options:
Sorcerer's Shoes - Is a good option because gave you a nice magic penetrationMercury's Treads - Is good if you dont wanna buy Abyssal Scepter
2. Recommended:
Rylai's Crystal Scepter - Buy this turn vlad in a killer cause he has now some life some AP and slow. So buy this first!
Will of the Ancients - If you buy this your tranfusion will heal a lot of hp and will help on 1x1
Abyssal Scepter - This only a optional item that i like to buy cause it will grants some MR and reduce enemies MR too and some AP.
Rabadon's Deathcap - After buy this you will kill another players too easy so it will be GG =D!
Mejai's Soulstealer - And finally buy Mejai cause you can stack too easy now.
Options:
Warmog's Armor - If you are dying too easy... you can buy this.
Zhonya's Hourglass - You can buy this if have a too AD champions in another team and this grants a nice AP.
Haunting Guise - It's a nice option in early-mid game cause this is a cheap item but you need to sell on late game
Spirit Visage - This is a nice early-mid game too but you need sell on late game too.

TranfusionThis skill is the most important Vlad's offensive skill ever you could up this skill you need do.
-Sanguine Pool
This skill is nice to run or dive cause turn you untouchable but this consume a lot of life so try to use in emergency situations
-Tides Of Blood
It is a skill that consume a lot of life in early game so dont need learn this skill too fast
-Hemoplague
Perfect to initiate the team fight. Use first cause this skill amplify the damage that you do.

Summoner Spells
Nice combination to run or kill instantly
Good to escape from ganks
Nice to new players prevent to die in a lot of situations
Farming
One of the most farmers in tha game
First -> Kill on last hit with normal attack and use you first skill to take some life from your enemy
Second -> After get the Pool... use to protect your turret when have a lot of minions on your turret its prevents enemies attack and hit a lot of damage granting some gold
Third -> On late game use the pool and after that use tides of blood. Continuous tides of blood to stack and kill more fast.
Basic Guide
EARLY GAME = Farm a lot and only try to kill when you have level 7 that you have your Transfusion Lvl 4 (CD 5s)
MID GAME = When you take lvl 11 you already have your ultimate on lvl 2 so you can kill more easy. Try to gank in another lanes to get some gold and finish your rylais it will turn your life more easy xD
LATE GAME = You already have some good items and can farm fast and kill easy so only be fed and do GG
