Hope you don't mind me butting in like this 27Gaming, you did ask for advices nicely. ;)
I've been testing and trying about with Vi since her release and the following is what I've come forth with, based on your Build (which I find a good basis).

You are lacking any kind of slowing on-hit effects in your build, for example a Frozen Mallet or Randuin's Omen. Without these Vi will still be able to close the gap once, but as soon as they get some distance you'll be SoL until your Q or R is back from CD.
Both Frozen Mallet and Randuin's Omen also offers more Health, which means a slightly stronger Passive-shield, one offers a small rise in AD and the other some major increase in Armor.

A Frozen Heart is also a viable item by chance, if the enemy team has a fed ADC or are Bruiser-heavy, for the lowered AS Aura. this item also boosts your CDR to the cap at 40%, meaning your Q will have an aprox CD of 4.8 seconds. Near spammable. It also offers nice amount of Armor and an amount of Mana, even if it may not be most needed, it helps once your Q's CD is lowered and your E's recharge is also lowered.

I'd look into choosing either of the three items in substitute for the Guardian Angel or Atma's Impaler. Personally I think I'd remove the AI and keep a GA at end-game. Why?
Since both Frozen Heart and Randuin's Omen grants more Armor than Atma's Impaler, you'll be having a max of 15% Crit with Atma's itself, that stat is abit redundant just a the extra Mana from Frozen Heart. Gaining a boost in AD from having Health is not bad, but the Max-amount of Bonus-AD you'll recieve from this item is 50 AD.
At lvl 18 with Warmog's Armor, Black Cleaver and the bonus HP from Masteries is 3328 HP. (pic: http://i50.tinypic.com/wrxsie.jpg)

So Atma's Impaler thus gives us:
45 Armor
15% Crit Chance
50 Attack Damage

Set this for example, against Frozen Heart which gives you:
90 Armor
20% CDR
400 Mana
and a 20% AS reduction Aura (1000 range)

Straight up I see different gameplay style differences obviously, one is more centered around one-self ( Atma's Impaler) in style with a standard Bruiser, while the Frozen Heart is a Group/Team-fight centric item in a sense. You also live longer, due to the doubled Armor ratio and the 20% AS Reduction aura.

Something that I would ask you to look into, is the -factual- bonuses with having full CDR on Vi. A point which makes the Frozen Heart item the best choice.

CDR reduces the Cooldown-timer on Q and R as we all know. 40% from 8 sec is 4.8 on Q Vault Breaker, and 40% from 80 sec is 48 on R Cease and Desist. Now we're talking a CD on our Ult that is in level with Lux! This Ult also has high dmg in a line (shorter than Lux), but with a knock-aside and Knock-up effect to it.
The most interesting part with the CDR though, is that it also affect the Relentless Force's Charge-up timer. From 8 Sec at level 5, to 4.8 seconds. This means your Q and E will both have identical "active" CD, giving you more chains of Q, aa, E, aa, E, aa, R, aa, E, aa, E, etc...
Now the extra +400 Mana from Frozen Heart also comes to use since you now will be able to chain more and stay out longer in the lanes and in Teamfights.

Now, if you do go with Frozen Heart, Black Cleaver and Zephyr you got 1-3 points in your Offensive Masteries tree to move around. Sorcery and Butcher . Max CDR is 40%, and having 2 pts in there as you have, will be completely redundant. Better then to choose Summoner's Wrath and another point in Butcher , although I would probably put those 3 points (2 from Sorcery, 1 from Butcher) into Havoc for that 2% overal damage.

Randuin's Omen then?
Well, with it you will loose:
20% CDR
400 Mana
20 Armor
20% AS Reduction Aura

You will on the other hand gain:
500 HP (50pts Shield)
An On-damage-taken slow (MS and AS)
An AoE Actived Slow-effect

Personal choice I believe here which is best between FH and RO although I lean towards the FH (Unless a teammate already has a FH).

Look into adding a Boots Enchantment into your list too. Enchantment: Alacrity would be my choice. With it, when you press Q and obtain that MS reduction debuff as it charges up, you will still have 415 in MS, which tends to be in line or more than most Champions, so they wont get out of range.

Also, your Ability-Sequence is faulty, or my system is borked. I/You are not able to choose to level up Q at lvl 1 and lvl 2. I would suggest looking into that.

Personally I would also remove the 1pt in Relentless and put that point into Veteran's Scars for a more standardized Masteries. 30 HP is not much at the end of the game, but first few levels, it might just save your life in those trades and exchanges. As with Boots of Swiftness you will get a 25% Slow reduction. - Personal choice though, an additional 7.5% is not bad.

Runes...
Good rune-choices IMHO but I would like to offer you and others a chance to look at the use of 3x Greater Quintessence of Life Steal.
It is 2% LS on each Rune, so you'll end up with 6%. You will already have high-enough ArP with Black Cleaver and your passive from Denting Blows.
6% may not sound like alot, but when you take into account that you're building AS overal on the Champion, you have three Cone/Line attacks which -all- procs LS (Q, E and R)... You are then actually looking at quite high LS per attack if it strikes more then 1 enemy. Which is why I choose it and so far, it functions nicely even on +1800 Solo Elo.
