9 Runes is max for marks, seals, and glyphs. As for Quints, you can have 3 max. Maybe consider IE before dancer?
yeh my bad i was rushing thru this quite fast at the time, and i focused more on the actual text then the build itself, must've not noticed i put 10 in each. And the dancer is for attack speed, crit and movement, which is alot of the build, combined with the IE gives extra crit and more damage and my crits hit harder. If u mean to switch places, well yeh u could do that i guess doesnt really matter with the last two items, just in my experience getting the necessary attack speed and movement speed for sivir is more crucial then the damage and crit damage bonus, considering i already have alot of damage and not that much speed yet.
