I farm a lot of minions early, prefer to solo mid; going high attack speed is good for the short time on turrets you get, alas, AD is the desired high end...
I used Clarity for a while, which upped the sustainability in lane, but in the end, flash is just OP.
Start Volley, then get a point in Frost Shot to get an aoe slow, then back and fourth to Volley with Hawk Shot, picking up Crystal Arrow every chance you get. I choose Hawk over Frost Shot not for the gold, though it's nice, but for the Hawk itself... Shooting it out over the jungle when you're up pushing a turret, to make sure you don't get flanked has saved me many, many times.
Runes are chosen due to needs: AD with scaling (Might) > flat AD (Strength) at level 7, though, having the added AD from a static early is quite useful. Mana regen is just plain useful, and similar to AD, scales excedingly well at level 7, compared to the static, but again, early game, static is needed. As I put, initially, I hold lane and push turrets, which is typically only a few seconds or so on the turret, so getting more shots in is quite useful; some would argue that a few heavy hitting shots are better, and I wouldn't deny that, especially due to critting, but in the end, with the items being the most addition to you, the added alacrity is found well in the runes.
