This Wukong build does insane damage while optimizing his tanking and initiating capabilities.

Items + Runes
This item set gives Wukong the maximum dps output while being able to take a done of damage, the armor and magic resist runes add to his tanky-ness After triforce, boots, and Atmog's if acquired early enough you will be almost un-killable and your damage output will be pretty strong, then getting frozen hammer and IE, once again adding to your tanky-ness, and more health scaling with Atma's and IE, after that you will be dealing incredible damage, especially through your ult and crushing blow.
First, go with nimbus strike, sufficient amount of damage on 3 targets and attack speed, buff, follow up with Decoy or Crushing Blow, both help, but having one point in all 3 by level 3, this is a very effective harassment method, Nimbus strike to them, Crushing blow,(Why sheen is built first for that extra umph) then decoy and run, mana crystal in sheen first since this can be quite mana consuming, then picking up ult when you can, and maxing out nimbus strike first. Always lead with nimbus strike and then crushing blow in fights, then ult if needed to get the kill.
Flash and Exhaust are a just a personal preference, use whatever your team needs or whatever best counters the other team...
I.e. if they have a Soraka, Sona, Dr.Mundo, or any other champion who relies heavily on heals take ignite for the heal reduction.
Or, if they have a lot of AD, take exhaust for several reasons.
Other spells aren't as viable but can be incorporated is used correctly.
Team Work and Creeping
Wukong's ult can change the tides in a team fight
Make sure to use it, if for only damage, when the enemy champions are close together.
His ult also interrupts, for example Nunu's ult which can be critical.
Also, his ult can be a good, method for your own or a team mates safe return.
Other things to consider
Maybe decoying then coming out of a bush if the time presents itself to gank someone in the wrong position, granting your self time to get withing nimbus strike range before they flee on sight.
Wukong's farming capabilities are pretty high, his nimbus strike will take out the caster minions pretty early game, then the attack speed bonus will quickly take out the other minions. A really good farmer will get close to 100 minion kills per 10 minutes, and Wukong should be a solo top, its not too hard.
This is not recommended, there are builds for Wukong jungling, but he is not the greatest, though his decoy and ult can provide for a sufficient gank if used properly.
But again only jungle if completely needed as a last resource, or just having fun in a un-ranked game.
