i just bought Xerath and played him just once, but i saw that there is no guide for him and here is the first guide for him! :D

Just as Phreak said AP/lvl seals to give a great amount of AP endgame. | space | Mana regen/lvl because i sometimes felt out of mana. |

Masteries
OFFENSE TREE

Just some standart caster masteries, nothing special. Tier 1 - 3 in Mental Force and 1 in Summoner's Wrath . Tier 2 - 4 in Sorcery. It gives you early CDR Tier 3 - Arcane Knowledge . The main reason on offensive tree. Gives you much MPen early game. |
UTILITY TREE
Tier 1 - 3 in
Expanded Mind

depends on what you like more. Tier 2 - Meditation gives you some Manaregen. You get less Mana easy and this helps you a bit to prevent it. additional swifness boost your Movementspeed a bit but you don't need this much MS because of your super longe range Skills. Tier 3 - 3 in Transmutation gives you some Spellvamp. 1 in Runic Affinity for every kind of buffs. Take Mana Buff as often as you can. Tier 4 - 3 in Awareness bonus experience. Tier 5 - 3 points in Intelligence for some extra extra CDR. Tier 6 - and the last point obviously in Mastermind which gives you 15% less cooldown on your Summoner Spells. |

There are some viable items to start
I almost start with Doran's Ring which gives me a nice amount of AP, mana regen and HP early game. With your long range skills Boots are not necessary but you can also took them if you face Annie, Anivia or Brand mid to dogde there stuns or you just pick Null-Magic Mantle which helps you a lot against caster.
Early Game:
Catalyst the Protector

On your first trip back try to buy Haunting Guise, which gives you a little bit of everything you need. If you do well and get some kills get Mejai's Soulstealer and buy Haunting Guise afterwards. Upgrade your Boots into Sorcerer's Shoes and start building you Rod of Ages or Banshee's Veil.
Mid Game:
Finish either Rod of Ages or Banshee's Veil depending on the other enemies team. Than the other.
Late Game:
Grab needless large rod and upgrade to either an Rabadon's Deathcap. If they got more than 2 AD carries grab Zhonya's Hourglass.
If the other team stacks MR grab a Void Staff and it will be kay.
Optional items:

- Will of the Ancients gives you spellvamp which is very useful to keep your health up, but should only be bought when there are several casters on your team.
- Deathfire Grasp Many tanky HP stackers on the other team? Take this!
- Quicksilver Sash very useful against heavy CC team.
- Guardian Angel gives you armor and magic resist. With your already huge health pool, you should gain a LOT of survivability!
- Frozen Heart very good against physical teams and also gives slow for your AOE skills.
- Thornmail let the auto attackers kill themself!
