Introduction
You generally want to go with this rune set
Marks: ARMOR PEN, since its the greates enhancement in this kind of rune
Seals: generally want to go with flat armor, since it will help you're life since Yasuo WILL get ganked frequently to insure he dosen't progress to quickly, so these will save you're life in many cases
GlyphsThese are generally flat or scaling MR since alot of midlaners and some junglers are AP so you're survivability in lane and ganks are going to be higher
QuintessesHere, there can be alot of variation, but I tend to chose either crit chance or crit damage for the early game advantage, and remember, your passive grant x2 crit chance!

This is a standard item build:
Start doran's blade build with 1 health pot
On you're first back, you will want an Avarice bladefor the bonus money generation and crits, if you have extra money you can get boots or start up you're zeal.
Rush Static shiv for all the bonuses, then get Infinity edge once again for all the damage it gives you.
Finally, get a Raveanous Hydra and a Blade of the ruined king for the AD, percent damage, AS and lifesteal. The Last whisper gives AD and Armor pen, stacking with you're ult.
Finish off you're boots whenever you feel like it, you can literally use any pair of boots on Yasuo.

Max W last because it dosen't really change with levels, the size just increases a bit. Normally, you forgo a point in it at level 3, but if you are against a ranged poke heavy champ like Ziggs or Xerath, put the point in at level 3 to prevent unnecessary harm.
Put a point in you're ult whenever possible since it does a HELL ton of damage and is part of you're main combo post-six.

Early game, just farm in general, use your Q to poke and try to get Shiv and IE as fast as possible. If you are killed early, go for boots or another Doran's blade. If you kill your opponent early, just keep farming and push, get to 800 gold as fast as possible so you can get your avarice blade (if you feel cocky, sword of the occult is an option). Pretty much just stay a bit safe (You are almost prone to ganks), and get your Items!!! If you're ahead, then press your advantage, poke him constantly, since you have no mana, and roam.
At this stage, you should have your shiv and should be on your way to IE even if you're behind, try and roam at this point. try to roam top, since those tanks or off-tanks have very low mobility so its quite easy. Of course, push and farm. No matter who you play (unless Kassadin or Akali) you should have a CS rate of 10 per minute with avarice blade, it will give you a bunch more gold than you're opponent. Also, you should start fighting over dragon at this point, so MAKE SURE to not engage, let the tank go first to stop the CC as you are VERY squishy and very easily countered by hard CC. Try to have your Q ready for the tornado proc, since all you have to do in teamfights is tornado or knock up the squishies BUT MAKE SURE TO NOT GET HIT BY HARD CC. since it will stop you completely and get you killed. Once you knock up the squishies, just ult them and pick them off one by one with your armor pen buff from the usage of your ult.
At this rate you might be full build and doing 1000 damage with basic attacks. Try to take or bate baron, since your turnaround potential is so friggin' humongous. and you are the monster of pushing. just try not to get caught out since you are still very squishy even late-game. If you kill (with your team) the whole (or almost whole) enemy team, then you can baron or just push. At this point the latter should end the game. You should also get an elexir of fortitude, since all the stats are benefits.
