some thing that are wrong with you're build
1. the summoner spells the best one for support are flash/exhause
2. why take archangels staff if you are support there are better item I know it heals more but still you may steal some kills
3. why not take some gold per sec runes ???
4. why the ap runes and magic pen ???

I would really consider up voting if you dropped promote. There is good information here, but as a support, your job is to keep your AD carry alive, not to push the lane. Let's say your guide is the highest Soraka guide, somebody who is just starting will think promote is the best option.

I think your choice of twin Faerie charms is interesting, it allows more consistent healing for you and your ally since the infuse nerf.
