Zilean - Time Flies (CDR Supp)
This build is new, and the first one I've uploaded.
However, I am an experienced player, and this build seems to work for me as a supp.
The reason this build works is because the CDR allows him to spam his abilities constantly, that means a constant 55% speed buff for you and your carry, or a constant debuff on the enemy.
Its still in development and tweaking, but try it out and let me know your views
