I hope I was able to answer your questions about Teleport and the scaling armor runes.
Regarding your doubt of the efficience: I have a 60% winrate on my main account, my partner used his main too. I wouldn't post guides about combos I didn't tried at least 10 times and got a good outcome: It makes fun AND you still win.

Scaling armor runes botlane is terrible, Ziggs and Zilean don't really have that good of an interaction (try panth/zil for placing bombs on panth, making him rush the enemy adc, Stun, bomb, Q), Teleport on a botlane zil is terrible since it adds no real pressure and makes it even harder to succeed with this lane.

I personally believe that if you're gonna suggest out of meta "troll" picks you should at least try and find real good interactions, Zil being able to revive or keep Ziggs alive doesn't make them godlike together since Zilean can do that to any champ.
