I dont' beleive their is a best 1 v 1 champion. But there are many strong ones for different roles
Ap Mid:  Kennen,  Ryze, Cassiopia just to name a few.

I'd say Udyr for the damage output, stun, movement speed, dot, extra damage, extra attack speed and the shield + heal. Fiddle ain't bad with the right items though.
