Heimer isnt much of anything right now. His damage relies on kite ability. Which is terribly inaffective seeing as heimer has no mobility in his kit, his turrets have piss poor range, his grenade is super slow, and his rockets have long cds. He has an amazing late-game and his laning is still pretty good. He's just über-squishy.

Gap closers or long range + burst = dead heimer. His turrets can help him kite if he's being attacked by an Udyr or something, but if you get a couple champs that can burst him down despite the slow, he really doesn't do much.
I usually don't have a problem against him in lane, but I know some heimers who do pretty well early game.  Thanks to The_Nameless_Bard for the sig! |

You have to have control of the map area where you're gonna force a fight as Heimer.
And you have to position yourself like a god You can't respond to any unexpected plays.

I haven't seen

 Fiddlesticks Fiora Gangplank Garen Heimerdinger Karma Kassadin Katarina Kayle Lulu Master Yi Nasus Pantheon Poppy Rammus Renekton Rumble Sejuani Shaco Sion Skarner Talon Tryndamere Twitch Veigar Viktor (once recently because of free week but still counting him) Warwick Wukong... If his rockets or grenade shredded armor rather than his turrets i might consider him useful.
