It doesn't lose stacks but it doesn't scale with assists either. So yeah, Reigars all around screaming at you for "ks'ing".

It gets 1 stack for assist, and 2 for kill, just like any other stack item...

The difference is it only loses ONE stack when you die.

it sounds like it's a part of his kit, therefore it can't be given the limitations of a normal snowball item, now can it, also it has more effects then most snowballs, but it doesn't seem to have the power of most snowballs either.
