I think
 Xerath is a strong mage generally, it's just that he depends on a good team, he needs ALL of his skills off CD to be effective, and he simply requires too much effort compared to other mages. He's almost dependent on his ult to kill people in teamfights. His passive also does not work with his kit. If you're a ranged nuker, aren't you resilient from attackers, putting your passive to uselessness? You also need very good positioning with Xerath. If you cannot stun someone or if they are outside of  Locus of Power, you lose power.He's also not fun compared to other casters. With  Ahri you can chain up your abilities by landing your charm then firing an  Orb of Deception into their face, with extra mobility off  Spirit Rush. With  Kennen you can initiate fights with  Slicing Maelstrom and have great mobility along with ranged harass. Playing Xerath, the only thing you do is activate Locus of Power,  Mage Chains +  Arcanopulse. That's ALL.

xerath is hardly ever played in high elo just because pro AP players know how to play him doesn't mean that "he is played in high elo". pro AP players should kinda know how to play every AP. it's their job
