I don't know where you guys got the idea that the champion rotation was random, because it's not. They pick several champions for each role based mainly on how easy they are to play for new players, varying IP cost and how long they haven't been on the rotation.

This is why certain champions like Shaco are almost never free and you never see a week where all the champions are 6300 or something.
