As I see he is only viable as a jungler if you can win a game in 20 mins. He is a bit like shaco that way.
Stonewall proofs that. As top, he isn't viable at all. |

Volibear is really strong top, he can take many matchups and deal tons of dmg while building tanky.

Pretty much what Winter said.
Of course, how strong he is top, will always come down to who you're laning against (I know. Duh.). In my experiences playing against him (not a lot, tbh), he can be really ******* annoying when you're playing certain melee champs top. Just the fact that he can get so tanky, and still do ridiculous damage early/mid, is frustrating with certain matchups. Though, when I'm playing a ranged top (Kennen for example) I find it significantly easier, and less annoying. Never had a problem with him as Kennen. Lee Sin's good against him, too (he's good against a lotttt of heroes, but whatever). Can't toss you if you're any good. Ever. Slow+Safeguard=GG

Volibear top is extremely strong, he's really difficult to kill because of his passive, very difficult to gank because of his move speed increase and very strong dualist. he's kind of like Ad nidalee in the sense that he snowballs the lane harder than most champs. It's favorable for voli to trade with people because his damage output increases the lower the enemy's health is. I think overall in a team aspect he is quite weak, he doesn't do anything exceptionally well except be tanky and hard to kill with decent damage. But there are alot of champions that do it better than him. He seems very underrated in my opinion.
