 Fizz,  Swain and  Malzahar do really well against him. Kassadin,  Ryze and  LeBlanc are extremely strong against vlad.You could also play  Viktor or  Yorick against Vlad.

Punish him when his "q" is on cooldown, DON'T let him q you, and just generally try to outrange him with lux's long range.

Try to bully him early when his Q still has a long cooldown. He can't really do much at that point.

Guess I'll have to pick up Ryze, been thinking about it anyways. So with the recent Ryze remake what do you guys do for build etc. Do you feel like it was a nerf or was it a good remake?

I wouldnt consider leblanc or kassadin to be counters to vlad....i build 9/21/0 and rush mercs. Neither leblanc or kass can really burst vlad down early simply because he has a bit more health. Additionally he has troll pool which can shut down any attempt to finish him off. Ryze doesnt really counter him either, but his rune prison can set up ganks.
Against lux all a vlad has to do is harass her....i mean sure early his cool downs are longish. But honestly avoid her skill shots pool her ultimate and she can do nothing...even more effective is just out farm her.

So how do you play/pick against a vlad?
My main AP mid would be Lux. I normally dominate my lane and gank others for a quick snowball match, but against a Vlad it's all I can do to not die while farming under tower.
